{"id":15141,"date":"2014-07-05T11:19:43","date_gmt":"2014-07-05T10:19:43","guid":{"rendered":"http:\/\/localhost\/wp\/lobbying-2\/"},"modified":"2014-07-05T11:19:43","modified_gmt":"2014-07-05T10:19:43","slug":"lobbying-2","status":"publish","type":"post","link":"https:\/\/imagineformargo.org\/en\/lobbying-2\/","title":{"rendered":"Lobbying"},"content":{"rendered":"<p>Even though pediatric cancers are not the same as those in adults, only 2 % of cancer research expenditures are allocated to\u00a0 pediatrics and more than half of current treatments are \u00ab\u00a0off label\u00a0\u00bb, meaning that they are not officially authorized for use on children. It is therefore essential to accelerate development of specific treatments and to allow faster access to more effective and innovative treatments for children and adolescents.<\/p>\n<p><strong>The association Imagine for Margo is mobilized to:<\/strong><\/p>\n<p>&#8211; Contribute to the development\u00a0of medicine specifically for children<\/p>\n<p>&#8211; Reduce delays accessing innovative treatments<\/p>\n<p>&#8211; Favor access to safe clinical trials more appropriate for pediatric oncology<\/p>\n<p>We also act within the framework of international working groups to improve cooperation between the various players including\u00a0the pharmaceutical industry, academics (doctors \/ researchers), regulators (French and European) and parents&#8217; associations with one goal in mind:\u00a0 to\u00a0more quickly and effectively develop innovative treatments for children and adolescents affected by cancer.<\/p>\n<h2><b>I. <span style=\"text-decoration: underline;\">Current actions<\/span><\/b><\/h2>\n<h5><b>In France\u00a0:<\/b><\/h5>\n<p>Five working groups including several parents&#8217; associations are monitoring the major themes of the February 15, 2014 colloquium in the Senate\u00a0&#8220;Towards Specific Research on Childhood Cancer\u201d<\/p>\n<p><strong>&#8211; Group 1: Application of the Cancer Plan 3<\/strong><\/p>\n<p>Leader: F. Lemos (Imagine for Margo) with J. Lellouche (\u201cLe d\u00e9fi du fortun\u00e9e)<\/p>\n<p><span style=\"text-decoration: underline;\">Objective<\/span>:\u00a0ensure that measures formalized for pediatric research will be applied correctly and prioritized.<\/p>\n<p><strong>&#8211; Group 2: &#8211; Implementation of a pediatric research program by the major financiers of research (Foundation ARC, \u201cLa Ligue contre le cancer\u201d)<\/strong><\/p>\n<p>Leader\u00a0: F. Sotteau (\u201cun sourire \u00e0 la vie\u201d)<\/p>\n<p><span style=\"text-decoration: underline;\">Objective<\/span>:\u00a0ensure that these entities will develop research programs\u00a0focusing on new treatments for children.<\/p>\n<p><strong>&#8211; Group 3: &#8211; Creation of a childhood cancer and research observatory<\/strong><\/p>\n<p>Leader: D. Margerit (\u201cAssociation Hubert Gouin enfance et cancer\u201d), with J. Michon (SFCE).<\/p>\n<p><span style=\"text-decoration: underline;\">Objective<\/span>:\u00a0elaboration and publication of an annual report defining the objectives for pediatric cancers and indicators of results.<\/p>\n<p><strong>&#8211; Group 4: &#8211; Modification of European pediatric regulations<\/strong><\/p>\n<p>Leader TBD, with the SIOPE (Soci\u00e9t\u00e9 Europ\u00e9enne d\u2019Oncologie P\u00e9diatrique)<\/p>\n<p><span style=\"text-decoration: underline;\">Objective<\/span>:\u00a0 to propose changes in regulations to limit the\u00a0ability of pharmaceutical companies to abandon or to postpone Pediatric Investigative Plans.<\/p>\n<p><strong>&#8211; Group 5: &#8211; Proposal of French and European regulations to encourage specific investments in pediatric research.<\/strong><\/p>\n<p>Leader: Patricia Blanc (Imagine for Margo) with a European working group (representatives from industry, pediatric oncology, members of the Pediatric committee of the European Medicines Agency and parents&#8217; associations).<\/p>\n<p>Objective:\u00a0Following the example of the Creating Hope Act voted in 2012 in the United States, to set up incentives for investment in research specifically aimed at pediatric and adolescent cancer.<\/p>\n<p><strong>We are working hand in hand on these initiatives with numerous associations<\/strong>: \u201cF\u00e9d\u00e9ration Enfants\u2014cancer-sant\u00e9\u00a0\u00bb, SFCE, \u00ab\u00a0Cent pour sang la vie\u00a0\u00bb, \u00ab\u00a0le d\u00e9fi de Fortun\u00e9e\u00a0\u00bb, \u00ab\u00a0le Groupe franco-africain d\u2019oncologie p\u00e9diatrique\u00a0\u00bb, \u00ab\u00a0l\u2019association Hubert Gouin enfance et cancer\u00a0\u00bb, Laurette Fugain, \u00ab\u00a0l\u2019Etoile de Martin\u00a0\u00bb, Lisaforever, Princesse Margot, \u00ab\u00a0Tous avec Cl\u00e9ment\u00a0\u00bb, as well as Kidsvcancer (USA) et\u00a0 ICCCPO (International Confederation of Childhood Cancer Parent Organizations.<\/p>\n<p><strong><br \/>\n<\/strong><\/p>\n<h5><b>At the international level :<\/b><\/h5>\n<p><span style=\"text-decoration: underline;\">BDA-ITCC-ENCCA-SIOPE Pediatric Oncology Task Force<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" alt=\"BDA\" src=\"https:\/\/imagineformargo.org\/wp-content\/uploads\/Capture-d\u2019\u00e9cran-2014-07-02-\u00e0-15.25.50-300x76.png\" width=\"300\" height=\"76\" \/><\/p>\n<p>Approximately one hundred representatives of the pharmaceutical industry, academics (doctors and researchers), regulators (French and European) and parents&#8217; associations met in December, 2011, and again in November, 2013, with\u00a0the aim of improving development of treatments for children and teenagers affected by cancer.<\/p>\n<p>In November 2013, 4 working groups were created.<\/p>\n<p>Patricia Blanc leads the working group &#8220;Propose new incentives for the development of specific pediatric drugs and the repositioning of drugs that fail in adults\u201d, and is a member of the executive committee of this international task force.<\/p>\n<p style=\"text-align: center;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter  wp-image-3755\" alt=\"tableau BDA-ITCC\" src=\"https:\/\/imagineformargo.org\/wp-content\/uploads\/Capture-d\u2019\u00e9cran-2014-07-29-\u00e0-10.55.52.png\" width=\"703\" height=\"236\" srcset=\"https:\/\/imagineformargo.org\/wp-content\/uploads\/Capture-d\u2019\u00e9cran-2014-07-29-\u00e0-10.55.52.png 879w, https:\/\/imagineformargo.org\/wp-content\/uploads\/Capture-d\u2019\u00e9cran-2014-07-29-\u00e0-10.55.52-768x258.png 768w\" sizes=\"auto, (max-width: 703px) 100vw, 703px\" \/><\/p>\n<p style=\"text-align: left;\">Regular meetings are held and preliminary results will be presented in February 2015 during the 3rd seminar. The European working group led by Patricia Blanc is made up of 11 people representing pharmaceutical companies, members of the European Medicines Agency and the European Pediatric Committee, pediatric oncologists and researchers working on the theme: &#8220;Propose new incentives for the development of specific pediatric drugs and the repositioning of drugs that fail in adults\u201d.\u00a0 Proposals put forth by this working group will be formalized and submitted to the public authorities in the near future.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>&#8211;\u00a0Participation in the conference SIOPE ENCCA 18-19 September 2014, Brussels<\/strong><\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-3756 alignleft\" alt=\"SIOPE ENCCA\" src=\"https:\/\/imagineformargo.org\/wp-content\/uploads\/Sans-titre.png\" width=\"392\" height=\"71\" srcset=\"https:\/\/imagineformargo.org\/wp-content\/uploads\/Sans-titre.png 865w, https:\/\/imagineformargo.org\/wp-content\/uploads\/Sans-titre-768x139.png 768w\" sizes=\"auto, (max-width: 392px) 100vw, 392px\" \/><\/p>\n<p style=\"text-align: left;\">Patricia Blanc will participate in a session entitled\u00a0\u00ab Research and Innovation, increasing the cure rate\u00bb<\/p>\n<h2><b>II. <span style=\"text-decoration: underline;\">Completed actions<\/span><\/b><\/h2>\n<p><strong>&#8211; In May, 2014:\u00a0intervention at the\u00a0annual seminar of ICCCPO on the theme \u00ab\u00a0What can parents&#8217; associations do to help in the development of specific medicine for childhood and adolescent cancers? \u00bb<\/strong><\/p>\n<p><strong>&#8211; On May 22nd, 2014:\u00a0meeting with the French Minister of Health\u00a0Marisol Touraine, two of her advisers and\u00a0Agn\u00e8s Buzyn, President of the National Institute of the Cancer\u00a0(Inca).<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" alt=\"ministre\" src=\"https:\/\/imagineformargo.org\/wp-content\/uploads\/ministre.png\" width=\"309\" height=\"200\" \/><\/p>\n<p>This was the opportunity to show our determination to implement measures included in the Cancer\u00a0Plan 3 for children and adolescents, and to propose that France push for European regulations which would incite laboratories to invest in pediatric research such as what was done under the\u00a0Creating Hope Act, voted in 2012 by Barack Obama.<\/p>\n<p>Concerning progress of the Cancer plan, we learned about:<\/p>\n<p>&#8211; the Agreement to implement a\u00a0pediatric cooperative group\u00a0(who will facilitate obtaining public\u00a0money from the hospital clinical research program (PHRC), and who will provide more independence and in which parents&#8217; associations will be necessarily represented).<\/p>\n<p>&#8211;\u00a0Implementation of 2 to 3 pediatric CLIPs. These Certified Priority Centers of Investment will give children access to early stage clinical trials in a secure environment. Facilitating access to therapeutic innovation in specific centers is essential because even now pediatric trials are systematically refused in existing CLIPs which focus on adults.\u00a0 The request for proposals will be launched in July and the first financing is planned at the end of 2014.<\/p>\n<p>When these CLIPs were created, numerous laboratories were contacted to supply molecules and participate in the pediatric programs.\u00a0Thus we\u2019ve already made concrete progress.\u00a0 \u00a0We insisted on the importance of giving fast access to innovative therapies by\u00a0rethinking clinical\u00a0trials (with smaller groups of patients) and by\u00a0accelerating authorizations given by the \u00a0National Agency for Medicine Safety ( ANSM), this especially in cases of rare cancer or relapse.<\/p>\n<p>We also proposed implementation of an observatory of childhood cancer and research which would formalize objectives for childhood cancers, results indicators and progress reports. An annual report would be published. The idea was favorably received, so we will work with the INCA on this subject, in particular on monitoring indicators. \u00a0We are satisfied with the results of this meeting, but will remain vigilant with respect to progress made under Cancer Plan 3, which we shall follow quite closely.\u00a0Several associations accompany us in this initiative and\u00a0an associative working group is currently being set up.\u00a0 More information to come.<\/p>\n<p><strong>-On February 15th, 2014:\u00a0mobilized for the little known situation of children with cancer and discussed legislation which would incentivize pediatric research.<\/strong><\/p>\n<p><b><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" alt=\"colloque\" src=\"https:\/\/imagineformargo.org\/wp-content\/uploads\/Capture-d\u2019\u00e9cran-2014-07-02-\u00e0-15.21.23-300x417.png\" width=\"216\" height=\"300\" \/><\/b><\/p>\n<p>On Saturday, February 15th, 2014, International Childhood Cancer Day. \u00a0Imagine for Margo organized at the Luxembourg Palace, under the high patronage of the President of the Senate, a colloquium on specific pediatric research which assembled the leading actors in this field: \u00a0politicians, researchers, doctors, laboratories, associations, affected patients and law students. Discussions about European legislation, &#8220;US Creating Hope&#8221;,\u00a0cooperation and treatment innovations. An action plan was developed with 4 working groups. Imagine for Margo is participating in the one that will study a &#8220;European\u00a0Creating Hope Act&#8221; (in other words: how can we directly develop medicine specifically for children, without using those of adults?). An initial proposal will be presented to the Senate by law students from the Faculty of Lille on February 15th, International Childhood Cancer Day.<\/p>\n<p>Patricia Blanc is also a member of Steering Committee which will coordinate and follow the progress of the 4 working groups.<\/p>\n<p>A lot of progress has been made since our first intervention for the BDA meeting at the end of 2011: there is more dialogue and more will to cooperate. But we need to move even faster and cooperation has to improve, so that we can increase development of better, more specific, effective and targeted treatments.<\/p>\n<p><strong>2013<\/strong>:\u00a0mobilization during discussions about the Cancer Plan 2014 \u2013 2019 (Cancer Plan 3)<\/p>\n<p>Throughout 2013, during discussions about Cancer Plan 3, we strongly campaigned ministries, representatives and senators to ensure that measures covering development of pediatric research could be included in the new plan.<\/p>\n<h4><strong>\u00a0<\/strong><\/h4>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" alt=\"plan cancer 3\" src=\"https:\/\/imagineformargo.org\/wp-content\/uploads\/Capture-d\u2019\u00e9cran-2014-07-02-\u00e0-15.51.36-300x427.png\" width=\"194\" height=\"277\" \/><\/p>\n<h4><strong>Mobilization within the framework of Cancer Plan 3<\/strong><\/h4>\n<p>Imagine for Margo mobilizes strongly so that a specific budget is allocated to pediatric research in the Plan Cancer 3 currently under discussion.<\/p>\n<p>In addition to the proposals we sent to Pr Jean-Claude Vernant, in charge of providing recommendations for the Cancer Plan 3, we led several actions:<\/p>\n<p>&#8211;\u00a0Ministry of\u00a0Social Affairs and Health\u00a0&#8211;\u00a0March 16th, 2013, Interview with Mrs Catherine Bismuth, adviser to Health Minister Marisol Touraine<\/p>\n<p>&#8211;\u00a0Senate\u00a0&#8211;\u00a0May 09th, 2013, Questions asked by Yveline\u2019s Senator Alain Gournac to the Health Minister Marisol Touraine,<a href=\"http:\/\/www.senat.fr\/questions\/base\/2013\/qSEQ13050468S.html\">\u00a0answered in session on July 24th\u00a0<\/a><\/p>\n<p>&#8211;\u00a0Elys\u00e9e Palace\u00a0&#8211;\u00a0September 17th, 2013, Interview with Pr Lyon-Caen, adviser to Fran\u00e7ois Hollande for Health and Medical research.<\/p>\n<p><strong>&#8211; In\u00a0February 20th, 2013<\/strong>: International Childhood Cancer Day at the\u00a0European Parliament<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-3760 alignleft\" alt=\"SIOPE-EUROPE1\" src=\"https:\/\/imagineformargo.org\/wp-content\/uploads\/SIOPE-EUROPE11.jpg\" width=\"135\" height=\"154\" \/><\/p>\n<p><strong>Intervention on the bill\u00a0concerning pediatric clinical trials.<\/strong><\/p>\n<p>Patricia Blanc\u2019s speech during World Childhood Cancer Awareness Day challenged members of Parliament on the small number of innovative and specific treatments for children and teenagers and the lack European clinical trials.\u00a0 She requested simplification of administrative procedures which take too much time and energy, as well as the implementation of an European specific fund dedicated to research on childhood cancer.<\/p>\n<p><strong>&#8211; In November, 2012<\/strong>: Pediatric Regulation: Imagine for Margo mobilize associations with the European Commission<\/p>\n<p><a href=\"https:\/\/imagineformargo.org\/wp-content\/uploads\/2012\/12\/LOGOS.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-3775 alignleft\" alt=\"Capture d\u2019\u00e9cran 2014-07-30 \u00e0 11.40.48\" src=\"https:\/\/imagineformargo.org\/wp-content\/uploads\/capture-decran-2014-07-30-a-11-40-48.png\" width=\"245\" height=\"297\" \/><\/a><\/p>\n<p>Imagine for Margo mobilized the representatives of 237 international associations to give a boost to development of new, specific and innovative medicine for childhood cancer.<\/p>\n<p>The European Commission initiated public consultations on Pediatric Regulation No. 1901\/2006 to collect opinions and publish in early 2013 a report on its application. With no amendments in the law planned prior to 2017, it was a once-in-a-lifetime opportunity for parents&#8217; associations to express their opinions on the improvements and changes required immediately, without waiting for 2017!
